CONTINGENCY PLANNING

Very few corporations operating both domestically and internationally have comprehensive, workable, security contingency plans capable of dealing with major security related situations on a worldwide basis. Without effective planning, it would be impossible for any corporation to react effectively to a crisis or security related situation.

Before any planning processes can effectively begin, it is essential that a Threat - Risk - Vulnerability Assessment (TRVA) be completed. The TRVA thoroughly analyzes the corporation's total exposure to risk. Contingency planning incorporates all the policies, procedures and plans necessary to prevent, manage and quickly recover from a crisis. At the same time, it analyzes the fundamental principles of all operations to ensure the long-term viability of the organization. It is also recognition that survival is a corporate strategic objective.

Failure to provide for the possibility of a crisis might result in serious injuries and deaths, destruction of property and facilities, and even the inability of the corporation to continue operating.

Planning in advance of a crisis is essential. In a crisis, confusion can be expected, communication links may be interrupted and conditions may be generally chaotic. The aim of a contingency plan is to allow those responsible for managing emergency situations to focus on the solution of major problems, rather than attempting to bring some order out of chaos due to a lack of prior planning. If all predictable and routine situations are considered in the plan, those responsible for actions during an emergency will be able to deal with the unpredictable or unusual situations that will surely develop.

Most potential crisis situations can be prevented or at least controlled through good planning, making the effects on personnel and assets of the corporation relatively insignificant. On the other hand, a plan does not guarantee that a crisis will not develop, especially one resulting from natural phenomenon. However, actions taken to cope with a crisis or security situation as it begins to develop may prevent a crisis from developing into a tragedy. A plan should provide the basis for orderly actions and decisions to minimize loss.
